The only time I re-freeze thawed or partially thawed meat is if it's in a vacuum sealed container. I buy chicken breasts from BJs that are broken up into their on vacuum sealed storage from the maker. We vacuum seal ground beef and meatloaf mix when we bring it home, so I feel comfortable re-freezing. I can't tell you for certain if this is a widely acceptable practice, but I'd imagine that in safe food handling standards, it probably is not. I feel comfortable doing it, personally, regardless of standards, but I think it ultimately depends upon your own comfort levels.
